The only time you need sysdba privileges is when you are logging into a remote database for backup & recovery from within the OEM console. And even then, you set up your preferred credentials for login as sysdba to the remote database. Why are you trying to log into the OEM console as SYSDBA?

my boss likes to 'poke around' in OEM. (Obviously) I'm not really an OEM expert (I use scripts and server manager). He wanted me to show him how to do startups/shutdowns from Instance Manager and I thought you had to be SYSDBA for that.
