i am receiving this error on my oracle apps 11.5.10.2 server.
TNS-12531: TNS:cannot allocate memory and after this my forms user are unable to connect.

TNS-12531: TNS:cannot allocate memory 
Cause: Sufficient memory could not be allocated to perform the desired activity.
 
Action: Either free some resource for TNS, or add more memory to the machine. 
For further details, turn on tracing and reexecute the operation

oracle database is 10g r2 and it's single node installation.
memory on machine is 8 GB but only 3 GB is using at maximum level.

Check how may connection are inactive status.

why sga_max_size & sga_target same value?

i dont know it's DB issue or memory issue or network issue bcz in forms log file it's network dead error.
while in DB and Listner log it's memory error.
every thing was working fine but suddenly this error start coming.

106 inactive and 25 active after restart now.

Post your sqlnet.ora

Is there any problem with your network?

Check OS log from eventvwr.msc
