I'd suggest you to use TNS_ADMIN environment variable - doing so, you'd maintain only a single copy of the TNSNAMES.ORA file. If you are interested in such a solution, search the board - there've been discussions here, especially in the Forms forum.

Otherwise, this file is located in \NETWORK\ADMIN directory so - that's where you should look.

NOT a supported combination.
Oracle products were retired before 2003.
