BlackSwan misread your question and posted a link to SQL Developer installation guide.

Don't need to bother, anyway. Developer Suite 10g is not certified and will not work on MS Windows 7. What I did was to install a virtual machine (this one: VirtualBox), installed MS Windows XP Pro on it, and then installed Developer Suite onto the virtual machine. Works magnificent (if compared to MS Windows 7's Virtual PC, which is far too slow).

Oracle Developer 10g is not support windows 7. you have to use linux or windows xp.
