As far as I can tell, TOAD wants administrator to run it. If you are not an administrator on that computer, try the following (terminology I use is based on Windows 7; I don't have any Server 2008, but I hope you'll manage to find what I'm talking about): right-click TOAD's shortcut icon and open its properties. Go to Compatibility tab and, under the "Privilege Level", check the "Run this program as an administrator" checkbox.

thanx littlefoot and sriram for your response,
@littlefoot
i have verified the check box " run this program as administrator" that is checked already, i think is there any problem related to oracle_home.

Possibly; can't tell for sure. Did you try Sriram's link?

TOAD "works" strange on newer Windows operating systems. For example, on Windows 7, I had to install it into a directory that doesn't contain any spaces in its name (such as c:\toad. Didn't work at all in c:\program files (x86)).

Googling around, I saw that people even included path to OCI.DLL into TOAD shortcut's "Target" line.

thanx a lot both of you sir,
the problem is solved by deleting the ORACLE_HOME variable from "environment variable".

Eh? I'm not sure that deleting ORACLE_HOME is the healthiest way to solve one problem, as it might cause numerous problems in the future.

Please check your Toad version. There is no such release as 9.2.7.1. Assuming you are on a Toad for Oracle 9.x version, this version is not supported on Win Server 2008 which accounts for your OCI error.

Please upgrade your Toad and try again. If you still have connection issues, you might want to try the FAQs on the Quest SupportLink portal. You don't need to register and there are answers to most common connection problems.
https://support.quest.com/Search/SearchKnowledgebase.aspx Type in "Toad for Oracle" in the Select Product field.

Also visit http://www.toadworld.com/ which is the Toad Community portal.
