XA Transaction Support means that the support provided by the vendor is in accrodance with XA Statdards these are defined for databases mainly to support 2phase commits accross a distributed system provided by many vendors. The CORBA Object Transaction Service (OTS) is based on the XA Transaction model and all the Transaction Processing (TP) Monitors are supposed to support XA interop. COM+ , ORACLE etc all have support for it in some form or the other, there is some Java thing too but I dont remember it now. Even big oldies like DB2 etc have XA Support its only that we now a days use components that have features to support it so dont have to worry about the details.

To more specifically answer your second part of the question the API's are used to manage transactions across objects(any objects as in OO as well as thing in a Database etc).
