hi liaw!
according to my experience, it seems that your database is already opened and working, but in order to see the database objects you have to reconnect to that database as a normal user, not sysdba or sysoper. Try this , and let us know the result.

1) go to cmd prompt
2) set setid="instance-name"
3) svrmgrl
4) connect internal
5) startup forced or startup
