If you are doing closed database backup, this is safe. I would keep a SQL sript on hand that drops all indexes then creates all indexes to use for restoring a lost index tablespace. This script is also handy for performace improvement on an OLAP system to run this periodically.

However I dont know about not backing up index tablespaces if you are using open database backups. In that case I have the same question to anyone out there.
