My query is when can we have the status of a file as SYSOFF. as per my knowledge status can be either "INVALID" or "AVAILABLE".

See the Server Reference Guide (V$DATAFILE.STATUS):

"Type of file (system or user) and its status. Values: OFFLINE, ONLINE, SYSTEM, RECOVER, SYSOFF (an offline file from the SYSTEM tablespace)"
