How to do a table level and column level encryption and decryption in oracle9i database.

Use dbms_obfuscation_toolkit package.
There is no built-in feature in 9i like TDE in 10g.

I have checked that link. But I didnt find much about the table-level and column-level. It's all about a single string.

Please give me a steps in details for that if you any.

Yes you have to manually encrypt and decrypt your data.
As I previously said, there is no built-in feature in 9i.
You have to do it yourself.
